Based on the Preferred Reporting Items for Systematic Reviews and Meta-Analies (PRISMA) methodology, this paper analyzes the relationship between the 'Performanceist Principle' and 'Government Performance', which is a key principle in the operation of government institutions, and summarizes the results of empirical analysis papers published in international journals between 1990 and 2022 on the impact of the performanceist appointment system, promotion system, and retirement age guarantee on government performance and quality. 

The research results of this study reveal that the career civil service system in modern countries is an important system with positive results such as high government performance and low corruption levels.
